what were they thinking

A. Genre wasn't established yet - that came with Super Metroid.

B. They were thinking this is the Game Boy and we're more limited than we were with the NES Metroid but we're still going to do something ambitious.

their ambitions were to make as bad of a game as possible

I loved the remixed tunes, the boss fights, the 3D backgrounds. This game hit just the right spot, I know I'll be replaying this one for years to come.
